Have you ever heard stories of Black and brown homeowners having to alter their homes, or even remove personal touches, just to get a fair appraisal? It’s a disheartening reality that Congresswoman Ayanna Pressley (D-MA) is determined to change. On National Housing Day, she introduced a new bill aimed at tackling the systemic bias that plagues home valuations.
Introducing the Appraisal Modernization Act
The bill, aptly named the Appraisal Modernization Act, seeks to ensure equity and eliminate discriminatory practices in the home appraisal process. Pressley shared her frustration exclusively with theGrio, stating, “It is a damning injustice that Black and brown folks have to whitewash their homes to get a fair shake during the appraisals process.” She emphasized that this bias shortchanges families and devalues their lives and livelihoods in a housing market that often disregards their worth.
This legislation is designed to confront these issues head-on. Pressley highlighted the critical link between home valuation and generational wealth, noting how appraisal discrimination has widened America’s racial wealth gap for far too long. “To address these disparities and advance economic justice—including for families of color—I’m proud to introduce the Appraisal Modernization Act,” she stated.
Addressing Systemic Bias
The Appraisal Modernization Act aims to combat systemic bias by requiring lenders to implement standardized practices and policies. This will ensure consumers are treated consistently when they request a reconsideration of value or a subsequent appraisal. The bill also includes guidelines that aim to be a minimal burden for lenders while providing valuable appraisal data to the public through the General Accounting Office.
Senator Raphael Warnock (D-GA) is championing a companion bill in the Senate, underscoring the bipartisan recognition of this issue. He stated, “Home valuations are a critical part of the mortgage lending process and help ensure families can build generational wealth through homeownership. This legislation will help Georgia families and all Americans realize the full value of their homes, and it empowers them with more data and tools to fight bias that would lower their homes’ values.”
Building on Previous Efforts
This legislative push builds on previous efforts by lawmakers, including former Vice President Kamala Harris, who have spoken out against appraisal bias. The Biden-Harris Administration also made addressing racial disparities in home appraisals a priority, establishing a task force and action plan to combat these issues. Pressley’s bill represents the next crucial step in this ongoing fight for housing equity.
The legislation has garnered significant support from a range of respected organizations, including Lawyers for Civil Rights, The Boston Foundation, National Fair Housing Alliance, National Consumer Law Center, National Low-Income Housing Coalition, the NAACP Legal Defense Fund, and the Southern Poverty Law Center. This broad endorsement highlights the widespread recognition of the need for reform.
