A recent decision by the Trump Administration to selectively pay certain federal law enforcement officers is reportedly creating significant division and hurting morale. While some criminal investigative agents from agencies like the FBI, ATF, and Secret Service received their mid-October 2025 paychecks, many others in crucial support roles are left without. This selective payment is causing frustration at a time when these officers are needed most.
Morale Takes a Hit
The government shutdown, now in its 23rd day, has left many federal employees in limbo. Intelligence analysts and support staff within the DOJ agencies are not receiving paychecks, despite performing essential work. Senior officials familiar with the situation are concerned, noting that this decision sends the wrong message and exacerbates an already difficult situation. “You can imagine what that is doing to morale,” one official stated, emphasizing the vital role these analysts play in making cases.
A retired FBI agent echoed these concerns, highlighting that analysts and professional staff are integral to investigations. “Every single person, not just 1811s, plays a crucial role in the lifespan of an investigation,” he explained. For affected FBI employees, learning of this news the week of October 13th was particularly infuriating, with one employee calling it “really pissing people off.”
ICE and CBP Continue Operations
In contrast to some furloughed staff, U.S. Immigration and Customs Enforcement (ICE) agents are expected to continue working, though some may do so without pay. Under Secretary Kristi Noem, a large majority of ICE employees are slated to remain on duty. Similarly, a significant portion of U.S. Customs and Border Protection (CBP) employees are also expected to stay on the job.
Essential Workers Left in Limbo
This situation stands in stark contrast to federal workers deemed essential during the COVID-19 pandemic, many of whom are now facing furloughs and financial uncertainty. TSA workers, for example, are expressing anxiety about paying bills, with some reporting they are down to their last tank of gas. While the FBI Agents Association has praised the decision to pay FBI agents, acknowledging their essential role, other vital staff, like those at the Centers for Disease Control and janitorial staff, received prorated checks shortly before the shutdown, with uncertainty surrounding back pay.
